survey data entry form not reliably showing contact fields before question fields

Alice managed to get a survey created in which the activity profile was inserted before the contact profile in civicrm_uf_join. The weights were entered properly, but the result is that on the data entry screen (civicrm/campaign/vote?reset=1), the survey questions (activity fields) were displayed before the contact questions.

That seems to be because the weight field is not being explicitly used to order the profiles.
