Editing petition opens Configure Survey form

After creating a petition, if you want to edit it, you get presented the Configure Survey form.

(The class CRM_Campaign_Form_Petition extends CRM_Campaign_Form_Survey, which is the one showing up. This bug appears in 4.3 along with the new multi-tab survey management.)

Ironically, I'm proposing these become the same form (petition features as a fourth tab) at http://wiki.civicrm.org/confluence/display/CRM/Campaigns

Aside from losing petition-related fields, like the thank-you page and the confirmation screen, it has a required field of Activity Type, which shows the survey activity types. In effect, it forces the user to convert their petition into a survey.
