phpunit doesn't get mysql password from civicrm.settings.local.php

            Description

            Even after creating tests/phpunit/CiviTest/civicrm.settings.local.php, command-line calls to tools/scripts/phpunit prompt for a mysql password. I have a PR ready to go, which will actually be two PRs against civicrm-core and civicrm-packages.
