"Greater London" should be "London" in list of UK states and provinces

            Description

            UK "states / provinces' are notoriously hard to 'definitively define' and the current list is based on an ISO standard with a few modifications.

            I normally turn this off for the UK but there are some instances, e.g. international CiviCRM installations where it doesn't make sense to do so.

            Making this change would be a big usability improvement for the 8.174 million people that live in London at the moment.
