Custom Data Group Names - Must not begin with a number

Custom data groups with name (custom_data_group.name) beginning with a number cause the showHide functionality in Advanced Search form to break if they have any fields set to be searchable. We should add a formRule to add/edit custom data group which prevents users from assigning names beginning w/ a number - e.g "3rd Address" would be invalid.
