Please refer CRM-13760 - this issue is a duplicate.
When geocoding via Google and Google returns an OVER_QUERY_LIMIT error this triggers a Fatal error in CiviCRM preventing records from being saved via the GUI.
Perhaps this is intended to kill the geocoding crontab/script as I noted comments in other bugs about geocoding continuing for thousands of times each time getting the same OVER_QUERY_LIMIT error.
Granted the "window of opportunity" is very small, except on the largest of sites. We probably only discovered it because we just did a data import for a new client that caused us to exceed the 2500 daily limit Google imposes. (For the record we did try to go via the steps to get a key with a greater daily limit and it did not help but that is not the focus of this bug report).
