4.3.2 upgrade isn't displaying message or clearing caches

            Description

            This bug causes sites upgrading to 4.3.2 to not get caches cleared and triggers rebuilt at the end of the upgrade, which may cause unexpected results. Although these things can be done manually, the recommended solution for site admins is to download and install a newer version of 4.3.3 asap.
