Restructure CiviContribute section of book.civicrm.org/user

There is a lot of useful information in the CiviContribute section, but it is poorly structured. Two tasks that we can carry out that would dramatically increase the usability of this section are:

1) review existing content and create new chapter structure
2) restructure section, moving sections into appropriate sections
