Uspuervised rule not being applied correctly

When the unsupervised rule is edited to allow anonymous users to register with the same email without changing information (creates a duplicate record instead) the information is changed. If a registration exists with the same email the user gets a message that they are already registered. I set the unsupervised rule to check email with a weight of 10 and a threshold of 11. This setup worked correctly for this scenario in 4.2.8 using the default strict rule.

I was able to recreate this in the WordPress Demo site.
