Fix behavior of CiviCRM on specific screen(s)when the session has timed out / deleted

When the session is logged out, civi returns an ubly fatal error

however for things like search / contribution / event registration pages might be a lot nicer if we can redirect them back to the same page with a message saying:

"Your session was logged out we have sent your back to the start page"
