Away messages should not trigger "on hold", or threshhold should be much higher

According to the documentation, a contact's address will be put On Hold after 3 bounces of the type Away (indicating that they are on vacation).

This seems wrong, because I doubt anyone wants to lose a contact from their list simply because they were on vacation for a week and during that week the organization sent 3 emails.

I would suggest that bounce type away never trigger On Hold; vacation implies that the person will be back eventually.

If it is going to trigger, then I suggest a much higher threshhold, such as 12.
