Introduce new Views filter operator "Is all of" for multi-select Custom fields

Right now there is no operator to filter combine values upon multi-selection of custom fields (e.g. multi-select fieldtype of Alphanumeric Custom field, State/Province, Country) which is a counterpart of existing Views filter operator "Is one of".
On the otherhand for single text field like Contact's First Name there is filter operator "Contains all words" which is similar to this new filter operator "Is all of" in functionality but it will differentiate its usage for Mult-select fields in terms. Check the screenshot to witness the changes on using this new filter operator.
