Multisite add to group code doesn't kick in when a group is being added

The key function of the multisite is enabled setting is to cause contacts to be added to the domain group when being created. However, for some reason this doesn't happen under 2 cases

1) individual being created but is being added to another group in the same create function
2) current employer is created.
