create country API

Add a new api to let fetch the list of countries (id+iso+name+region)

Create and delete don't make sense for countries.

I don't have a use case to have enable/disable as actions, and a bit reluctant to add new actions or map the create and delete to them.

As an aside, why isn't the enabled/disabled simply stored as a is_enabled/is_active column in the civicrm_country table?
