Description
I can reproduce this in the public sandbox for Drupal7 + CiviCRM, as well as my own environments.
to reproduce:
1) Click "Search ... Find Contacts" select any criteria. (Advanced search has the issue too)
2) At the top of the page, choose the action "Schedule/send a mass mailing"
3) Give the mailing any name you like, and click "Continue"
4) On this page, the message of how many recipients are included shows as 0.
Also, if I ignore the message about 0 recipients and continue in the wizard, I am prevented from scheduling the mailing because there are no recipients.
