Choose name and 'mission statement'

We need to finalise a name for the association that captures the essence of what we are doing. Since it is not completely 'run of the mill' it is unlikely we'll find one that captures it completely, and I think that whereve possible we should qualify it with a sentence that more fully explains what it is and isn't.

Until we do that, we can use the placeholder 'service_provider_xxx' where needed. Using the same obvious placeholder will help us find and correct all text when we finalise the name
