Decimal Separator different than point creates wrong amount in Event Fee Contributions

When using different decimal separator than point (in our case comma), for Event fees we discovered at least 2 issues:

1. When editing Event fees, they are displayed with XX.YY format (point separator) in the textboxes. That leads errors when editing that Event
2. When Participant registers using Online Registration Page, all the amounts are displayed correctly but the Contribution generated has a wrong amount. (see screens attached)
