Description
We'd like to remove all templates compiled on-the-fly with ->fetch('string:..."). One of these can be triggered by checking "Send Receipt?" on an edit contribution page. This hits CRM/Core/BAO/MessageTemplates.php which executes a string: template even if CIVICRM_MAIL_SMARTY is falsy.
