civicrm_price_field_value not removed for discount price set

            Description

            On a page like: civicrm/event/manage/fee&action=update&reset=1&id=12, when using discounted fees, it is not possible to remove a fee option after it has been added. No warning or error is given, the removed fee simply re-appears after saving the form. This happens only for entries in the "Discounted Fees" table, which appears after creating a discount set.
