Make PHPunit tests, api functions & BAO functions in the tests standards & E-notice compliant,

This is a 'wrapper' for various fixes associated with making tests e-Notice compliant, implementing our improved functions across the tests & fixing api & BAO functions that trigger errors as a result of adding additional automated tests - ie adding tests to ensure delete & create actions work as expected highlight a log of errors

Note the fix for this is likely to transcend civicrm versions
