Add multiple profiles to top of page for CiviEvent registration form

Any additional profiles that you add to an even registration form are added to the bottom of the page (below the billing section).

On most websites, the billing portion comes last in the checkout process so it's very unintuitive for users when they're asked additional event-related information once they've entered their credit card info.
