api mailing_event_subscribe.create returns array in wrong format

            Description

            Tests have highlighted that this returns a non-standard return array. I grepped for a couple of strings & didn't find any calls to it so only fixing the api

            NB - standardising apis takes precedence over stability wrt format of the return from a create function
