Description
As a Developer, It would make my life easier to be able to establish custom directories such as the CustomTemplate Directory and the Extension Directory that is configured at civicrm/admin/setting/path to be available through the civicrm.settings.php file. This way custom testing sites could overload, or configure the custom directories and hard long paths would not have to be used and changed for different machines and setups. Much like we configure CIVICRM_TEMPLATE_COMPILEDIR now.
