Custom event name badges cannot be created as extensions

When creating a custom format for event name badges, you need to create a subclass, but also to store any logo you want displayed on the badge in the templates directory.

When trying to do so via an extension, the class is correctly found, but the logo is not as CRM_Event_Badge::getImageFileName() only searches $config->customTemplateDir
