action.optouturl throws an error in transactional emails, when civicrm_mail_smarty is enabled

      Description

      If CIVICRM_MAIL_SMARTY is enabled, the

      {action.optouturl}

      and

      {domain.address}

      tokens throw an error when used in transactional emails. They work fine in mass mailings.

      Obviously it makes no sense to use the optouturl in transactional emails, but sometimes it's buried in a template. If CIVICRM_MAIL_SMARTY isn't enabled, the two tokens just silently don't work.

      Hoping this is replicable. Happens in our WordPress, at least. Can't check on the demo as it doesn't have the smarty setting enabled.
