Make some Message Templates "reserved"

      Description

      Message templates are getting overwritten and changed frequently by untrained, or trained yet careless/forgetful users unaware of the power and function of "update template" when using CiviMail or the 'regular mail'.

      Suggestion: implement a flag for 'reserved' on a message template. Reserved templates will NOT show the 'update template' option in the following contexts: scheduled reminders, civimail, regular mail.

      These templates can still be edited in the Administer > CiviMail or Mailings contexts
