Dedupe Rule Creation error trapping fails on length selections for substrings of numeric fields or out of range numbers for text fields

I tested this on drupal.demo.civirm.org today

Steps to replicate the issue:
Go to Contacts > Find and Merge Duplicate Contacts
Select either Edit Rule or Add Rule for individuals
Select a yes no field like do not phone or date field like birth date.
select a Length value of 1. Set the weight and threshold.
save.
Error Thrown.

Alternate way to throw an error.
When editing the rule, select a text field such as Additional Address 1.
Put 99 in length. Set the weight and threshold.
save
Error is thrown
