Contact Dashboard not allowing Add to Group when new group is added

            Description

            The Contact Dashboard does not display the Add to Group combobox selection under certain conditions:

            Difficult to reproduce:
            1) Create new contact
            2) Using the new contact's Contact Dashboard, add the contact to all existing groups
            3) Create new mailing list group with default settings
            4) Using the new contact's Contact Dashboard, attempt to select the new group

            The selection combobox does not appear. Reproducible on demo.civicrm.org (drupal7).
