Add a new generic validate action

I'm thinking of a simple implementation - when you call getfields with validate as an action it would return the results that map to the actions' metadata. Validate would be an empty generic action that returns success - if you get as far as validate then you 'passed' the metadata.

This only validates against metadata but I think that's appropriate at this stage
