UTF-8 on csv export of Membership Detail report

The export of the report into CSV doesn't manage to export the UTF-8 charset properly - see second image.

Secondly, and not nearly as important, the report title, Membership Statuses displayed, Membership Type column title, and Dates are not translated into fr_CA on a site running only this language (but I think it started in en_US and was changed to run only fr_CA). I'm surprised about the statuses not being translated, and I'm not sure how to handle the dates on a server that hosts a number of sites, most of which are English.
