Allow creation of new tags on the fly

Current behavior:
(1) Complete search
(2) Select contacts
(3) Choose assign tags to contacts.
(4) Need to have a tag already entered into the system to tag contacts

Desired behavior:
Allow user to create a new tag in step (4) with an interface similar/same as the import wizard.
