If a price set is configured with options that are set to admin-only visibility, Civi users should be able to register multiple contacts for the event, selecting the admin-only-visible price set option. However, this works only when using "Find Contacts" search results. If you use Advanced Search, the admin-only price set options do not appear when bulk adding contacts to an event.
Steps are: search for contacts in "Find Contacts," select multiple contacts from the results, select "Add Contacts to Event" from the actions drop-down menu. In the next screen "New Event Registration," select an event that has price set options that are admin-only. Both publicly visible and admin-only visible price set options will appear. If you repeat these steps using results from "Advanced Search," only the publicly visible price set options appear.
I confirmed this in our 4.2.10 install, and on the 4.3.7 demo. (I added admin-only price set options to the Fall Fundraiser Event in the demo, you can test there if the demo site hasn't been reset yet.)
