            Description

            Also, in trying to up the quality of our code I'm trying to get JMA folks to use name fields in both civicrm_option_group and civicrm_option_value so that code will be more resilient from changes to core values, etc. In this case the name is null for both Access Control List and Mailing List.

            This appears to be technical debit that should be addressed at some point, eg a code sprint.
