Delete Profile - buttons unnecessarily repeated

            Description

            Buttons should be repeated at the top and bottom of forms that may require or likely require scrolling. Deleting a profile will never require scrolling. We should have only a single copy of the Delete Profile and Cancel buttons at urls like civicrm/admin/uf/group?action=delete&id=20
