Event Reminder Emails Sent After Scheduled Reminder Date

      Description

      Here's a use case.

      1. create an event
      2. schedule a reminder for that event to be sent "one week before the event".
      3. someone registers for the event the day before the event, either by 'backoffice' form or self-service registration
      4. the registrant receives the aforementioned "one week" reminder email for the event is tomorrow

      I offer that if someone is registering after the scheduled reminder date has already passed, they should not get a reminder.
