Description

It may be beneficial to have addresses have "on_hold" flag similar to emails.

This can be used by orgs which send physical mail to constituents and receive returned mail.
The on hold flag will prompt someone to follow up later and attempt to acquire a new address. It will also prevent resending of mail (saves both money and time).

Should be searchable via advanced search.

This is of course achievable via an address custom field as well but may be good to have in core.
