Description
The help text for the setting says it must be greater than 0. But the default is 0. That caused us a great deal of confusion. (According to http://book.civicrm.org/user/current/initial-set-up/installation-and-basic-setup/).
Probably the help text should just explain what a value of 0 does, rather than claim it's not allowed.
