County notice gone missing

In a new install, going through the config checklist, if you check County in the address settings page, it doesn't display the notice that you'll need to load counties if you want more than six random ones in California. I think it should probably be a notice with the others on the front page (you need a default mailbox, etc.) if someone has counties enabled and the only ones there are those six.
