Description
As reported by a user in 1.5 and recreated on demo site... Please verify if still a bug in 1.6 and fix as necessary. Also check if this operator works for other ID-driven criteria - especially Groups....

If i chose to build a query for everybody that is NOT a
volunteer, i.e.:
all individuals -> tag(s) -> != 5
I get:
- Tagged IN Volunteer ... AND ...
- Contact Type - 'Individual'
and then a list of all volunteers...
