Setting default character set of database connection to UTF8

      Description

      The default character set of a mysql connection could be latin1. But during the install (and use) of civicrm there is no character set on the database connection but it is assumed to be UTF-8.
      Which can lead then to corrupted data (such as corrupted currency symbols)
