Clickatell expects text in ISO-8859-1 if not in Unicode mode

            Description

            Clickatel expects the SMS text in ISO-8859-i if it is not in Unicode mode.

            I have added a call to utf8_decode before sending the text to clickatell and can now send german umlauts for example.
