Create Contribution screen initially scrolls to and puts cursor in "Soft Credit" field

When viewing a contact record and clicking the button "Actions ... Create Contribution" , the screen that follows is scrolled down to the "soft credit" section and also has the cursor in the soft credit contact field.

There is a similar result when clicking the menu item "Contribution ... New Contribution" and "Contribution ... New Contribution (Credit Card)"

While the work-around is for the end-user to scroll up, this behavior is very confusing.
