UI on contribution page config -Execute real-time monetary transactions should not be uncheckable if $ configured

Not sure what priority you think this should have but we hit a customer having all sorts of problems because although they had pay later & a price set configured for an event 'Execute real-time monetary transactions' was unchecked. This resulted in the contribution & membership being created but no membership payment record.

This seems like an invalid configuration to me & preventing people from being this misconfiguration should be 'somewhere' on the collective to do list.
