CiviCRM WordPress not correctly generating frontend URL

Even after changing the System Settings>>CMS Database Integration settings so that CiviCRM should be calling a URL other than the base, the profiles do not do it. Generating the page "by hand" (adding in the name of the custom page into the URL that it does generate) works, but it won't do it on its own. The HTML form snippet, ditto (snipped from the snippet: <form action="http://phdeviate.com/index.php?page=CiviCRM&q=civicrm/profile/create&gid=14&reset=1" It should be http://phdeviate.com/civicrm/?page, etc...)

This seems to result in, among other things, the shortcodes working buggily-- for me, text added into the wordpress edit screen duplicates above and below the profile, discussed here: http://forum.civicrm.org/index.php/topic,31395.0.html
