CiviMember: error when unautorized user clicks Membership tab

            Description

            Testing this on the alpha sandbox... the error below occurs if the user has NEITHER 'access CiviMember' NOR 'edit membership' permissions. The bug is: if "access CiviMember is FALSE, then the Membership tab should be suppressed.

            With regard to Dave Lange's comment below - the current code does give "view only" access to Membership info for users who have "access CiviMember" permission but do NOT have "edit membership" permission).

            When a user that does not have the "edit memberships" permission clicks the new "Membership" tab, they receive the following error in the ContentPane:

            Error loading 'https://www.domain.com/civicrm/contact/view/membership?reset=1&force=1&snippet=1&cid=4147' (403 OK)
