Add ability to return metadata during api call

Per long IRC discussions we want to add the ability to retrieve metadata in api calls e.g

$options['params']['metadata']['labels']

would return labels. Generally labels will equal 'titles' from the getfields - except in the case of getrows - which makes me wonder if titles is better.
