Description
When using Authorize.net (haven't tested with other payment handlers), if a card is declined after hitting the "Make Contribution" button on the Confirmation page, the user is sent to civicrm/contribute/civicrm/contribute/transact
Steps to Reproduce:
1. Log in as an administrative user
2. Make sure you have a live Authorize.net account or some way to make a test account produce (Payment Processor Error message: 1: 2 This transaction has been declined, I believe it's a $2 transaction)
3. Create a membership
4. Create a contribution page that links to this membership
5. Set this payment processor to be used by the created contribution page.
6. Allow a Confirmation Page on for this contribution page
7. Navigate to the Contribution Live Page
8. If you are using a live auth.net account you can use the credit care 4111111111111111 and it will make it fail.
9. Click Make Contribution
10. On the confirmation page click "Make Contribution"

Expected results,
Be sent back to the Payment information entry page at the start of the contribution with an error explaining why you were sent back there.
