CiviEvent Dashboard counts test participants

            Description

            The CiviEvent dashboard shows a participant counts (e.g. "Pending from Pay Later") that includes test participants. Notably, clicking through to view the pending participants does NOT include test participants.

            I don't have time to work on this soon - but assigning to myself because I suspect I'll get to this sooner than someone else.
