Move top of page profile above price set, etc. on event registration page.

On the CiviEvent set-up for Online Registration, the page documentation says that "Top of page" profile fields will appear "immediately after the introductory message." The profile fields, for the "top of page" profiles, appear under price sets, which isn't intuitive or in alignment with on screen documentation.
