CiviMail template for event registration can include link to empty iCal feed

In the email templates for 'Events - Registration Confirmation and Receipt' there is a link to 'Download iCalendar File'.

This row should be placed in a conditional statement to only display when the event has the 'Public Event?' tick-box checked. If the event is not 'public' then the iCalendar feed is empty.
